摘要:	本研究旨在探討基隆地區帆船運動發展的歷程，以文獻分析法、半結構式訪談法及SWOT分析為研究方法，除藉由文獻資料的彙整以了解臺灣帆船運動發展的歷史沿革及現況外，並透過對7位專家的訪談來深入了解帆船運動在基隆地區的發展，再以SWOT分析出基隆地區帆船運動發展的優缺勢、機會與威脅，進而研擬出基隆地區未來帆船運動發展的方向。獲得結論如下：一、基隆地區帆船運動是鍾明華先生基於對帆船運動的熱愛並為選手取得參加區運的資格，在西元1999年於翡翠灣成立基隆市體育會帆船委員會，基隆地區帆船運動的推展方式才逐漸多樣。二、基隆地區帆船運動於西元2001年開始由國立臺灣海洋大學以帆船選修課程的方式於校園進行推展，其後並發展出帆船運動社團。西元2007年開始成立帆船運動推廣學校，但除了舉辦帆船體驗活動之外，並無進一步的發展。目前基隆地區帆船運動的活動水域有翡翠灣、碧砂漁港、海洋大學小艇碼頭及大武崙澳海域，主要藉由舉辦中日友好親善國際帆船賽及基隆市長盃帆船邀請賽、開設帆船選修課程、舉辦帆船體驗活動等方式來推展帆船運動。基隆地區帆船運動發展目前仍面臨缺乏推動帆船運動的專責單位、缺乏完整設施的訓練場地、帆船運動推廣學校缺乏師資、種子教師營未妥善規劃、行銷不足，難以達到宣傳效果等問題。三、基隆地區未來發展方向為辦理帆船教練培訓班、增加海洋大學帆船體保生名額、爭取舉辦國際級賽事、結合大武崙澳沙灘音樂祭、籌組海洋運動專責單位、於碧砂漁港建設帆船基地、多舉辦小型帆船競賽、加強行銷帆船為低耗能運動、將大武崙澳透過BOT方式委外經營。 The purpose of the research is to discuss the process of developing Sailing Boat Sport in Keelung through documentary analysis, semi-structures interviews and SWOT Analysis. We understand both the history and present situation of Yachting in Taiwan by synthesizing the documents. Furthermore, through interviewing seven experts, we deeply realized the Yachting evolution in Keelung area, and point out the future directions of sailing boat in Keelung by using SWOT to analyze the strengths, weaknesses, opportunities and threats. The conclusion is as follow: 1. Because of his enthusiasm toward Yachting, Mr. Chung Ming Hua strove for the qualification of National athletic Games for players in Keelung and set up keeling sailing boat committee in Green bay in 1999.Thus, sailing boat in Keelung start popularized. 2. In 2001, National Taiwan Ocean University started promoting sailing boat by running an optional course and then set up sailing club in college. In 2007, the sailing school was established but only to hold some sailing activities.At present, the locations of sailing boat in Keelung include Green Bay, Bisha Harbor, Marina of NTOU and Da-Wu-Lun sea area. The major promotion of sailing boat would be holding Keelung mayor cup friendship Yacht race and National regatta, opening optional course of sailing, and sailing camp and so on. The problems of developing sailing boat in Keelung are lacking specialized unit promoting the sports and proper place offering facilities, lacking teachers for sailing school, disorganized of seed-teacher training camp and insufficient marketing. 3. The developing direction of Keelung area would be having training class of Yachting coach, striving for holding international games, combing with Da-Wu-Lun sea area Rock Festival, organizing specialized unit for Marine Sport, setting up Yachting base in Bisha Harbor, holding skiff games more often, promoting that sailing boat is a low-energy exercise and managing Da-Wu-Lun sea area by BOT way.
