職業安全衛生從1974年發展至今已日漸健全,相關法規以及其附屬法規日經改善精進,更有效強化大眾對安全衛生的重視與保障,然而規範層面與實務層面常常相互牴觸導致無法有效運行作業,導致職場工作上安全衛生與工程進度處於天平的兩端,難以權衡,以致造成法規過於嚴謹妨礙作業程序,於公共建設更顯而易見,甚至亦造成雇主及勞工的不重視。 我國公共工程中肩負電力輸送脈絡的重要角色即是輸電鐵塔,如物流般載運全國運電需求,而在這之中最重要的角色就是輸電鐵塔工程師。本研究係以職能訪談法從實務層面探析輸電鐵塔工程師職能,並以此職能中建立輸電鐵塔工程師職業安全衛生之行動指標,該行動指標以職能清單中之工作內涵、能力內涵及態度為主軸進行專家會議以此建構出行動指標,作為現場使用之一指標,以利管理人員作為一個指標性參考,並以此分析並探討出後續研究建議。 The occupational safety and health have been developed since 1974, and the relevant laws and regulations, as well as their subsidiary regulations, have been improved and refined to effectively strengthen the public's attention to safety and health. However, the regulatory level and the practical level are often in conflict with each other, resulting in ineffective operation. It is obvious to be seen in public construction, and even causes employers and workers to disregard them. The important role that plays the role of power transmission in my country's public engineering is the transmission tower, which carries the national transportation demand like a logistics, and the most important role in this is the transmission tower engineer. This research uses the function interview method to analyze the functions of transmission tower engineers from a practical level, and establishes the action indicators for the occupational safety and health of transmission tower engineers from this function. The action indicators take the work connotation, ability connotation and attitude in the function list as the main axis. The expert meeting used this to construct an action indicator, which was used as an indicator for on-site use, and used as an indicator reference for management personnel, and analyzed and discussed follow-up research recommendations based on this.
