| 摘要: | 本研究調查2008年7月到12月市售飲料產品參與台灣加工食品追溯系統(Taiwan Food Traceability System, TFTS) 之現況，結果顯示市面上的35家飲品廠商中僅有6家參與TFTS，比例為17.2%。顯示目前配合政府此項政策的廠商仍是少數。35家廠商中有11家屬於台灣營收排名前1,000大企業，而在這11家中，也僅有3家加入TFTS，顯示高營收並不是加入TFTS的關鍵。而調查市面上常見的412項飲料產品，包含包裝飲用水、鮮乳、果汁、茶、咖啡、機能性飲料、以及碳酸飲料等七大類，目前僅有包裝飲用水和鮮乳兩大類共10項產品能夠在TFTS中被查詢到，比例為2.4%。其中屬於台灣營收排名前1,000大企業的產品有包裝飲用水3項、鮮乳2項，而非屬台灣營收排名前1,000大企業的產品有鮮乳5項。包裝飲用水與鮮乳顯然是政府現階段推廣加入TFTS之重點項目，此數據也突顯出TFTS仍處於草創時期。由於目前食品安全議題高度受到全世界各國所關注，台灣TFTS的發展值得進一步調查與重視。
In this paper, we investigate the actual state of the Taiwan Food Traceability System (TFTS) in terms of beverage products. The results show that, during the period of July 2008 to December 2008, only 6 out of 35 beverage companies on the market have participated in the TFTS (17.2%). It reveals that the companies that have complied with the TFTS policy proposed still remain scant. Of those companies we investigate, 11 are ones among the top 1000 ranking enterprises based on business revenue. However, only 3 have joined the TFTS. Such evidence implicitly indicated that business revenue is not an entry barrier of the TFTS. Four hundreds and twelve popular beverage products ranging over 7 various categories including packaged drinking water, milk, fruit juice, tea, coffee, functional beverage, and carbonated drink were surveyed. The results demonstrate that only 10 items of beverage (2.4%) that are part of packaged drinking water or milk could be referred to in the TFTS. Among them, 3 items of packaged drinking water and 2 items of milk are produced by the top 1000 companies. The other items (5 items) are all milk and manufactured by the firms belonging to the small and medium enterprises (SME). Obviously, packaged drinking water and milk are both the products that are associated with the current food safety plan of our government. We report that TFTS is still in its infant stage and recommend that academics and practitioners should pay more attentions to its continuous development, especially when the food safety issues have become increasingly important to all the countries around the world. |
