Abstract: 本研究的目的是探討導致照顧服務員離職的原因,以及如何提高他們的留任意願,以增加長期照顧服務人力的充足性。研究對象為基隆地區長照機構的居家照顧服務員。研究透過受測對象的自評,評估他們對工作中的薪資福利、督導功能和教育訓練的感受,並了解這些因素對他們工作滿意度和留任意願的影響。本研究採取便利抽樣方式,使用實體問卷進行不記名填答。研究者將親自發送和回收問卷,並進行統計分析。

根據2021年衛生福利部的統計數據,原預計有164位居家照顧服務員可作為研究樣本,但本研究於2022年10月1日至2022年12月15日止進行問卷調查時各居家單位回報居家服務員人數共計有249人,故共計發放249份問卷,最後回收231份,扣除1份未填答完整,既有230份進行分析。研究使用IBM SPSS Statistics 20.0(Windows版)軟體進行資料的統計與分析。研究結果顯示,不同的服務對象將直接影響服務個案數量,進而影響薪資報酬和留任意願的高低。薪資報酬的高低將影響居家照顧服務員是否留在原單位或轉換到其他領域。此外,本研究還發現在考慮勞動條件(薪資福利)與留任意願之間的關係時,導入中介變項工作滿意,將呈現完全中介效果的情況。同樣地,在考慮勞動條件(督導與訓練)與留任意願之間的關係時,也出現了部分中介效果。
The purpose of this study is to explore the reasons that cause resident care attendants (RCAs) to quit the job and how to improve their willingness to stay in order to increase the manpower adequacy of long-term care services. The research objects are RCAs of long-term care institutions in Keelung city. Through the self-assessment of the subjects, the study evaluates their feelings about the salary and benefits, supervisory functions, and job training at work, and understands the impact of these factors on their job satisfaction and willingness to stay. This study adopts a convenience sampling method and uses physical questionnaires to fill in anonymously. The researchers would personally send and collect the questionnaires, and then conduct statistical analysis. According to statistics from the Ministry of Health and Welfare in 2021, 164 RCAs in original are expected to be used as research samples, but the study adopted 249 RCAs during Oct. 1 to Dec.15, 2022 in empirical situation. The study final get 230 valid questionnaires and uses software as IBM SPSS Statistics 20.0 in Windows for statistics analysis. The research results show that different service objects will directly affect the number of service cases, and then affect the level of salary and willingness to stay. The level of salary will affect whether the RCAs stays in the origin or switches to other fields. Besides, this study also finds that when considering the relationship between labor conditions (salary and benefits) and the willingness to stay, job satisfaction will be a mediator role. Similarly, when we considering the relationship between labor conditions (supervision and job training) and the willingness to stay, there is also a partial mediation effect. After comprehensively sorting out the research results, this study conducts an empirical study on the relationship between the labor conditions, job satisfaction and willingness to RCAs in Keelung City. The research results hope to provide specific recommendations for government agencies and home service agencies for reference.
