摘要: 本研究依據專業能力分析模式的觀點,建構醫療機構健康檢查護理師專業能力內涵並分析指標權重。首先透過文件分析法對於國內外相關文獻與醫療機構健康檢查中心工作規範加以分析整理,除此之外,邀請臨床健康檢查護理師進行預試審查並提出工作經驗建議。後續藉由功能分析法邀請十三位學者專家以二個回合德菲法問卷整合、歸納出專業能力指標以建構出專業能力的標準,最後再運用「層級分析法」以求取專業能力指標的相對權重值。本研究結論如下:一、醫療機構健康檢查護理師專業能力指標的內涵可分為關鍵目的、三項主要功能、九項次要功能及二十四項功能單元。二、醫療機構健康檢查護理師專業能力三項主要功能權重表現中以「訓練專業執行技能」(0.377)與「規範專業態度與倫理守則」(0.377)權重並列優先,「教育專業與綜合性知能」(0.246)第三,不一致性係數為0.01<0.1,表示可被接受;九項次要功能權重由高至低排列分別是「應用溝通諮詢技巧與問題解決能力」(0.164)、「遵守顧客隱私與保密專業倫理守則」(0.158)、「訪談健檢需求與操作檢查儀器技能」(0.151)、「建立健康檢查基本知能」(0.146)、「鑑別評估健康風險與分析的技能」(0.137)、「介入健康危險因子與健康促進的技能」(0.070)、「運用醫療相關專業知識基本知能」(0.064)、「統合健康醫學知識與具備參與跨團隊合作基本知能」(0.057)、「尊重工作追求專業成長」(0.054)。三、建立健康檢查護理師之專業能力基準表。四、提出研究結論及建議如下:(一)健康檢查護理師應兼顧三項主要功能、九項次要功能及二十四項功能單元之專業能力;(二)健康檢查機構可應用本研究建構之指標進行專業能力檢核;(三)系統性規劃健康檢查護理師職前及在職訓練課程;(四)爭取公部門考試核發專業技術證照與列入勞動部勞動力發展署健康檢查護理師職能基準建置
Based on the perspective of professional competence analysis model, this study constructs the connotation of professional competence of health inspectors in medical institutions and analyzes the weight of indicators. First of all, through the document analysis method, the relevant literatures at home and abroad and the health practice center of medical institutions are analyzed and collated. In addition, clinical health check nurses are invited to conduct pre-test review and suggest work experience. In the following, through the functional analysis method, 13 scholars and experts were invited to integrate and summarize the professional competence indicators to construct the professional competence standards by using the two rounds of the Delphi Technique questionnaire. Finally, the " Analytic Hierarchy Process,AHP" was used to obtain the professional ability indicators. Relative important value. The conclusions of this study are as follows: First, The connotation of the professional ability index of the health checkup of medical institutions can be divided into key objectives, 3 main functions, 9 secondary functions and 24 functional units. Secend, Medical institutions health check the professional ability of the nurses, the 3 main functional important value in the performance of "training professional executive skills"(0.377) And the "Regulations on Standardizing Professional Attitudes and Ethics" (0.377) are given priority, "educational specialty and comprehensive knowledge" (0.246) is third, the coefficient of inconsistency is 0.01 < 0.1, which means acceptable; 9minor functional important value are Top to bottom are "Application Communication Consulting Skills and Problem Solving Ability" (0.164), "Compliance with Customer Privacy and Privacy Professional Ethics Code" (0.158), "Interview Health Check Requirements and Operational Inspection Instrument Skills" (0.151), " Establish basic knowledge of health checkups (0.146), "skills for assessing health risk and analysis" (0.137), "interventions for health risk factors and health promotion skills" (0.070), "basic knowledge of medical related expertise" (0.064) ), "Integrating health medical knowledge and basic knowledge of participation in cross-team cooperation" (0.057), "Respect for work and professional growth" (0.054). Third, establish a health checklist for the health care nurses. Fourth, The conclusions and recommendations of the study are as follows: (1) The health check-up nurse should take into account the three main functions, nine secondary functions and the professional competence of twenty-four functional units; (2) the health inspection institution can apply the research construction Indicators for professional competence check; (3) Systematic planning for health checkups for pre-service and on-the-job training courses for nurses; (4) Evaluating professional and technical licenses for public sector examinations and inclusion in the Ministry of Labors Workforce Development Agency health checklists built.
