摘要: 國以民為本,民以食為天,食以安為先,食品是人類賴以生存與發展的重要基礎。近年來,我國重大食品安全事件頻傳,引起國人恐慌,也造成消費者權益及民生經濟重大損失,食品安全已成為國家安全的重要一環。隨著兩岸簽署一些貿易合作的條例,加上食品又為民生重要必需品,兩岸間食品的互通量逐年增加,台灣亦是中國進口不合格食品的第一大來源地。兩國政府為保障國人食的安全及消費權益,致力於修定食品管理機制,確實執行食品安全政策管理。本文使用文獻資料分析法與政策分析法蒐集資料進行彙整,比較兩岸食品安全管理機制之差異,且使用結構性訪談進行個別深入訪談,獲取受訪者資料與意見,並加以分析訪談資料歸納各項研究方法結果得知:(一)建立組織溝通管道(二)食安觀念及早建立(三)落實實名登記政策(四)食品安全衛生管理法事件的裁罰基準(五)落實產品產銷履歷制度,作為提升我國食品安全管理機制及業者自主管理效能之參考,並維護消費者食品安全之權益。
People is the basic of a country, food is the basic of the people, food safety is the basic of the food and food is an important basis for the human survival and development. In recent years, there were a few major food safety incidents happened that has caused the panic among the citizens and a significant consumers’ interests and economic losses as food safety has become an important part of the national security. The volume of the food import and export between China-Taiwan has been increasing year by year after the introduction of some trading regulations between the China-Taiwan, in addition the food is an important necessity for the people. Taiwan also is the largest origin source for unqualified food exports to China. The governments for both countries have been committed to amend the food management mechanism and implementing the food safety policy management in order to protect the food safety and the consumption rights and interests of the people. This article adopted literature analysis method and policy analysis method for the data collection and comparison, to compare the differences of the food safety management mechanisms between China-Taiwan, and used a structured interview to conduct the individual in-depth interviews to obtain the data and opinions from the interviewees, and analyze the interview data to summarize the results for the various research methods. The findings were: (1) Establishing an organizational communication pipeline (2) Introducing the food safety concept as early as possible (3) Implementing a real-name registration policy (4) Benchmarking the penalty for the Act Governing Food Safety and Sanitation related events (5) Implementing a product sales retroactive system, they are useful as a reference for the improvement of the food safety management mechanism and industrial self-management efficiency of our country , as well as to protect the interests of the consumers' food safety.
